I had a long discussion with one of them once. He claimed it was a "pre cooler" and cooled the air going to the intake manifold (and he had measured a decrease), while I insisted that it was just acting as an air restriction and a far better way to cool down air entering the engine would be to move his cone air filter away from right above his exhaust manifold.

I'd love to get a FMIC and see if it's possible to cool the incoming air to a measurable degree. Sure, it'd be more restrictive, as you say, but... SCIENCE!
